In September, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situation in Timor-Leste. EWER monitors recorded 134 violent incidents, including two that related directly to preparations for the upcoming Village elections. Six other incidents could be linked to political disputes among supporters of the same political party or between supporters of different political parties. As was the case in August, the EWER system recorded 9 incidents related to disputes about access to fresh water. Violence perpetrated by Martial Arts Groups also increased in September, and especially in Dili, where eleven of thirteen such incidents were recorded.
