In October, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situation in Timor-Leste. Field monitors recorded 156 violent incidents, the highest total ever recorded since the EWER system started monitoring in 2009.Ai??The high total can be partially attributed to the 35 incidents of electoral violence that were perpetrated before, during and after the local elections on 29 October. The details of these incidents were published in an EWER Alert on 10 November. EWER monitoring also recorded an unusually high number of incidents perpetrated byAi??members of Martial Arts Groups (20 incidents) and PNTL and F-FDTL personnel (11 incidents).
