In October, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situationAi??across Timor-Leste. Incident monitoring recorded 76 incidents in October, some of which occurred atAi??government-sponsored football matches. Since July, Belun has recorded 16 such incidents, including one incident in Lautein District in which a village leader, who was acting as a match referee, initiated a fight with youth from another village who had accused him of officiating in favour of his own village’sAi??team.Ai??The incident led to ongoing serious tensions between the two villages and required intervention from high-level actors to calm the situation.
