In December, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situation in Timor-Leste. Field monitors recorded 105 incidents, the lowest monthly total recorded since March. However, 18 serious incidents – including a number of murders – were recorded, which represent an increase from the norm of only 4-7 serious incidents per month over the past year. Alcohol-related incidents also increased during the holiday season, with 42 such incidents recorded in December – an increase from a monthly average of only 25.1 incidents per month over the past year. A further ten incidents were recorded that could be linked to members of Martial Arts or Ritual Arts Groups.
