In December 2017-January 2018, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situation in Timor-Leste. Field monitors recorded 184 incidents. 67 of these incidents were caused by intoxication where majority occurred during the Christmas and New Year.
One serious incident occurred in Lemakiri, Village of Maumeta, Bazartete Administrative Post, LikisA? Municipality on January 1, 2018 around 07.15 am, where 8 member of PNTL badly punched and kicked one youth and hit him with a stick. The injury resulted in the youth having blood in his urine. This violent incident occurred because of misinformation related to youth violence that had happened several times during Christmas parties on the 24 December 2017. One of victims informed the police on December 31 and the police responded on 1 January 2018.
Data showed 14 violent incidents involved PNTL and F-FDTL personnel, in addition there were 22 that were related to land disputes and 31 related to violent incidents against women. For more information please read the Full Situation Review
