This report presents a conflict potential analysis of Timor-Leste. 
The reports analysis is based on incident and situation monitoring data collected by Beluns Early Warning, Early Response (EWER) system between October 2013 and September 2014. The EWER system recorded 862 incidents during the reporting period, which was a significant increase over the previous annual period (October 2012-September 2013), in which only 747 incidents were recorded.
