EWER data from the month of September showed two issues requiring special attention:
- Conflict and tension on the border with Indonesia
- the involvement of F-FDTL soldiers in violent incidents
Belun has given a number of recommendations, including:
- The Ministry of Foreign Affairs should inform their Indonesian counterparts of projects being conducted in the border regions
- Police presence should be increased in the Beto area, Comoro, Dili, as incidents tend to occur here suddenly and without adequate responses from police
- The National Parliament should prioritize debates to review and improve land policy and laws. Three land laws were vetoed by the former President of the Republic in March 2012. Until land laws exist, communities’ concerns will continue and disputes will continue to arise
